General meetings are open to members
of all local units.  The privilege of
introducing motions and voting is limited
to the following individuals:

  • Council Officers

  • Council Chairmen

  • Local Unit President

  • Local Unit Principal

  • Up to Four Delegates from
    each Local Unit

  • Superintendent of schools
    (or his representative)
